Vice President of Government Relations & Public Policy
Association for Home & Hospice Care of North Carolina (AHHC)
The Association for Home & Hospice Care of North Carolina (AHHC), a leading health care association in North Carolina and now entering its 55th Anniversary year, is seeking a full-time, experienced Vice President of Government Relations & Public Policy to lead advocacy efforts on behalf of nearly 700 agency members representing providers of Medicare/Medicaid home health, Medicare/Medicaid hospice, palliative care, Medicaid home care, VA, and private-pay services.
The Vice President will serve as the lead advocate for AHHC and the South Carolina Home Care & Hospice Association (SCHCHA), which AHHC manages as a separate association. The VP will represent AHHC before the North Carolina General Assembly, commissions, boards, policymakers, and other key stakeholders, promoting and advocating for the home health, home care, hospice, and palliative care industries. For SCHCHA, the VP will work closely with the association's contract lobbying team in Columbia.
Key Responsibilities

Serve as chief lobbyist for AHHC and manage contract lobbyists for both AHHC and SCHCHA.

Develop and implement legislative priorities and advocacy strategies for North Carolina and South Carolina.

Monitor legislative and regulatory activity and identify issues affecting association members and the industries they serve.

Represent AHHC before the General Assembly, commissions, boards, regulatory agencies, and policymakers.

Serve on key association and industry committees.

Lead fundraising efforts for the association's PAC and Advocacy Funds.

Author and edit the weekly Advocacy newsletter.

Communicate legislative and regulatory updates and important policy developments to AHHC and SCHCHA members.

Coordinate legislative and regulatory reports for the Boards of Directors.

Collaborate with other associations and industry partners on shared policy priorities.

Present at AHHC and SCHCHA conferences, meetings, and other events.

Maintain organized legislative files, records, and archives.

Manage multiple priorities and projects while meeting deadlines and responding flexibly to changing legislative and regulatory needs.
Qualifications
The ideal candidate will be an experienced advocate who is comfortable with public speaking and working with legislators, policymakers, association leaders, members, and industry stakeholders. The candidate should be highly organized, able to manage multiple projects and deadlines, adaptable, and committed to advancing the interests of the home health, home care, hospice, and palliative care communities.
Required:

Bachelor's degree (B.A. or B.S.) in political science, public administration, health care policy, or a related field.

Minimum of three years of lobbying experience in North Carolina.

Strong written and verbal communication skills.

Excellent organizational and project-management abilities.

Ability to build and maintain effective relationships with policymakers and industry stakeholders.
Preferred:

Master's degree or J.D.

Health care advocacy experience.

Fundraising experience, particularly PAC or advocacy fundraising.
Position Details
This is a full-time, hybrid position offering a competitive salary and an outstanding and diverse benefits package.
The Vice President will report directly to the Chief Regulatory & Public Policy Officer and work closely with the President & CEO and other AHHC staff as warranted.
